Position Description

LINC is seeking a Capacity Building Specialist for an anticipated USAID-funded Monitoring, Evaluation, and Learning (MEL) and Collaborating, Learning, and Adapting (CLA) activity in Honduras. The activity will provide USAID/Honduras with project and activity evaluation, performance monitoring, knowledge management, communications, and performance management support services. The activity will inform monitoring, evaluation, and learning throughout all stages of the program cycle, supporting USAID’s focus on adaptive management to increase development effectiveness. Additionally, this activity will strengthen USAID/Honduras staff and implementing partner’s systematic application of CLA approaches.

The Capacity Building Specialist will oversee and support MEL capacity strengthening of diverse stakeholders toward their performance improvement. These stakeholders will range from USAID/Honduras staff and implementing partners to local organizations including research and civil society organizations, government of Honduras institutions, and private sector.  

This is a full-time position contingent upon USAID award.

Responsibilities

  • In close coordination with the field team and LINC’s headquarters, oversee the design and implementation of demand-driven MEL technical assistance (TA) interventions;
  • Facilitate institutional and organizational TA needs assessments of organizational stakeholders;
  • Develop tailored MEL capacity development plans, and coordinate the delivery of demand-driven TA, training, and mentoring to partner organizations to strengthen partner MEL capacity;
  • Monitor performance progress of partner organizations over time.

Skills and Qualifications

Successful candidates should have:

  • Master’s degree in international development, public administration, organizational development or a related area;
  • Minimum 10 years of demonstrated experience in capacity development, facilitation, and training and technical assistance to a diverse range of stakeholders;
  • Experience and familiarity developing and utilizing capacity and performance assessment diagnostic tools;
  • Technical expertise in monitoring, evaluation, and learning frameworks;
  • Prior experience working on USAID-funded programs with multiple stakeholders;
  • Strong proficiency in written and spoken English and Spanish;
  • Excellent collaboration, management, and communication skills;
  • Prior experience working in Honduras strongly preferred.
